There are no advantages of using WinCLI over ODBC. Back a few years ago there were performance considerations but those have all mostly gone away.

It if far more difficult to write applications using WinCLI than in ODBC. Only two 3rd party tool vendors still support WinCLI there is a reason for this, it's easier to code good quality routines using ODBC.
