The Brian Marshall books are no longer in print and the last I hear Brian was giving that up - so I don't think they will be upgraded to V2R3 unless someone else picks them up. I believe Brian would give the right to that.

Don't know why you didn't get your CD. I filled the Internet form out for V3 and got it within a week or so. I know they were not sending them out a while ago as V3 was just being introduced. I would try again and if you don't get one within a week or so, call and DEMAND a CD. I run V3 at home on my NT server.
