Oh, don't forget that you must have enough 'space' left on the system to allocate!

A technique that NCR proposes is that when you get a new system, create a database with about 20% of total perm space under DBC - call it something line SpoolDB. Then - NEVER, NEVER, NEVER use any of that space to allocate to any other database as this will always insures that you have (at a minimum) 20% of your system space for spool. Hope your site did this.
