     MODIFY DATABASE dbname AS SPOOL = newvalue;

-or-

     MODIFY USER username AS SPOOL = newvalue;

1) Must be done at the individual Database (User) level, not recursive.

2) MODIFY ... SPOOL requires DROP access rights (Does not actually DROP).

3) At the time of the MODIFY, new value specified for SPOOL bytes must not exceed SpoolSpace limit of the immediate parent of the target Database (User).

4) SPOOL for a parent Database (User) can be decreased with no effect on the limits for existing children.
