Yes when I wrote the Utility for use in a State of Iowa prototype I had to manage 250 BTEQ and FastLoad scripts, some being run 8 times with just a county code changed.

I used the NCR standard BTEQ for DOS with WinCLI as the middleware. Not ODBC, only because BTEQ and FastLoad use this as the middleware.
